Mr. Vesselin Valchev attended the Economic University in Berlin, Germany and the University of World and National Economy in Sofia, Bulgaria and graduated from the latter with a Masters degree in International Economic Relations. In 1990 he wrote a PhD thesis on international student networking.

Mr. Valchev specialized extensively in the fields of economics and political science in Vienna, London, Moscow, Dublin, Chicago.  He is a graduate of the Leadership Programme of the Harvard University - J.F.K. School of Government, has earned a Certificate on Strategic Planning by the French National School of Administration (ENA) and a Certificate on EU Skills and EU Funds of the Institute for Public Administration (IPA) in Dublin, Ireland.

Mr. Valchev is a career member of the Foreign Service. His assignments before the present one include Moscow, Prague, Kosovo, Cyprus. In 2009 he was appointed Ambassador of the Republic of Bulgaria to the Republic of Cyprus. After the completion of the mandate he served as Secretary General of the Ministry of Foreign Affairs. Prior to his present position he was Ambassador-at-Large for Antarctica and head of the Home Country Secretariat of the 38 Antarctic Treaty Consultative Meeting. Mr. Valchev’s domestic positions included assignment as a Chairman of a State Agency at the Council of Ministers, a Chairperson of a Council to the President of Bulgaria and Head of the Cabinet of the Deputy Prime Minister and Minister of Foreign Affairs.

For a number of years he was a Vice – President of an international NGO, a Member of the Board of Directors of the Bulgarian Chamber of Commerce and Industry, a Chairman of the Bulgarian – American Trade and Economic Council and a member of the National Council on Tourism. In 2001 and 2002 he was an OSCE supervisor to the Kosovo parliamentary and local elections and in 2002 he joined the Local elections Programme of the Westminster Foundation for Democracy, Great Britain.

Mr. Valchev is a member of the Bulgarian Diplomatic Society. He has lectured as a guest speaker at a number of international fora in Europe, North America, Asia, and Africa and is author of a numerous articles and books.
